What is the Federal Skilled Worker Program?

FSWP is one of three federal streams ranked through Express Entry (alongside FSTP and CEC). It's designed for skilled professionals whose work experience, education and language ability make them a strong economic fit for Canada — even without Canadian work experience or a job offer.

Foreign Experience Counts

Skilled work experience gained anywhere in the world can qualify — you don't need to have worked in Canada first.

No Job Offer Needed

Most applicants qualify on the strength of their profile alone, without an LMIA-backed job offer.

Same CRS Pool

Once eligible, your profile competes in the same Express Entry pool as FSTP and CEC candidates for an Invitation to Apply.

Eligibility Requirements

Do you qualify for FSWP?

You must first clear the minimum entry requirements below, then score at least 67 out of 100 on the FSWP Selection Factor Grid to be eligible to enter the Express Entry pool.

Requirement 1

Work Experience

At least 1 year of continuous, full-time (or equivalent part-time) skilled work experience in the last 10 years, in a TEER 0, 1, 2 or 3 occupation under Canada's NOC system.

  • Must be paid work — unpaid or volunteer roles don't count
  • Can be gained in any country
  • Must match your primary NOC occupation duties
Requirement 2

Language Ability

Minimum CLB 7 in English or French across all four abilities — speaking, listening, reading and writing — through IELTS, CELPIP or TEF.

  • Test results must be under 2 years old at time of application
  • Higher CLB levels score more points on the grid
  • Second official language adds extra points
Requirement 3

Settlement Funds

Proof you have enough funds to support yourself and any accompanying family after landing — waived only if you already have a valid Canadian job offer or are currently authorized to work in Canada.

  • Amount scales with family size
  • Funds must be readily available, not borrowed
  • Updated annually by IRCC
